Calculating the 'national' literacy percentage:

NL% = lit + lit * lib + lit * sch

lit = (Level of 'Literacy' advance) * 11
lib =	summed result of: 
		lbq * cpf
	for each city
sch =	summed result of:
		scq * cpf
	for each city
cpf = The percentage of the 'national' population that the city constitutes
lbq =	0.00 for no library in city
	0.25 for 'library'
	0.50 for 'advanced library'
scq =	0.00 for no school in city
	0.75 for 'school'
	1.50 for 'advanced school'

The result of this calculation is then divided by 6 to calculate the
bonus applied to the 4 castes of society. The bonuses are calculated
like this:

	Primary Caste Bonus = 		3 * NL% / 6
	Secondary Caste Bonus =		2 * NL% / 6
	Tertiary Caste Bonus =		1 * NL% / 6
	Quartiary Caste Bonus =		0 * NL% / 6
